A State of Texas Environmental Electronic Reporting System (STEERS) account is required to access the ePermitting system that TCEQ uses to collect reports and permit applications. As of September 1st, 2018, TCEQ is requiring that all permit applications be submitted through STEERS. TCEQ may grant you a temporary exemption in some circumstances by submitting an Electronic Reporting Waiver.
Before starting, if you plan to be the signatory for a permit application, please ensure that you meet the signatory requirements laid out in Texas Administrative Code (TAC) section (§)305.44.

New accounts are probationary and have limited access until TCEQ receives a signed electronic or paper copy of your STEERS Participation Agreement (SPA). If you don’t have a Texas driver’s license you will need to mail in a paper SPA. Your paper SPA must be received by the TCEQ STEERS team within 15 days; otherwise, your account will be locked and eventually archived.
Our SWPPP development service includes preparing your Notice of Intent and subsequent Notice of Termination in STEERS. Unfortunately, we can not setup your STEERS account for you. However, we are here to guide you through the process and if needed we can meet with you one-on-one. Please feel free to contact us with any questions regarding our STEERS permitting services.
Contact the TCEQ Help Line at 512-239-6925 with questions about creating your account.
