10 STEPS TO CREATE A
STEERS ACCOUNT

A STEERS account is required to submit your TCEQ Notice of Intent and obtain your Electronic Reporting number (ER number).

A State of Texas Environmental Electronic Reporting System (STEERS) account is required to access the ePermitting system that TCEQ uses to collect reports and permit applications. As of September 1st, 2018, TCEQ is requiring that all permit applications be submitted through STEERS. TCEQ may grant you a temporary exemption in some circumstances by submitting an Electronic Reporting Waiver.

Before starting, if you plan to be the signatory for a permit application, please ensure that you meet the signatory requirements laid out in Texas Administrative Code (TAC) section (§)305.44.

New accounts are probationary and have limited access until TCEQ receives a signed electronic or paper copy of your STEERS Participation Agreement (SPA). If you don’t have a Texas driver’s license you will need to mail in a paper SPA. Your paper SPA must be received by the TCEQ STEERS team within 15 days; otherwise, your account will be locked and eventually archived.
